5 Principles:
- Focus and control on policy outlines by administrators;
- Overall responsibility for management;
- Result driven responsibility by clear-cut agreements;
- Decentralization of powers;
- Periodic review and accountability.
7 Phases:
- Translation of political wishes and desires to a concrete multi-annual policy plan and budget;
- From policy plans and a multi-annual budget, through department and sector plans, to an annual performance budget;
- Adaptation of the organization for the expedient implementation of policies and improving the provision of information;
- Development of in-between management and executive reports;
- Development of the annual report and financial statement as policy instruments;
- Development of (business) standards and (administrative) indicators;
- Developing an instrument for social impact assessment.
